Mind Manipulation and Intelligence

I think it's an important topic to discuss for future versus threads. What is the relationship between Mind Manipulation and Intelligence?

For example mind controlling a Nigh-Omniscient like The Spectre or someone with great resistance like Rune King Thor which one is more impressive?

I mean, that does make the intelligence stat a even more useless, there should be a tiering for intelligence, i mean, can you tell me the difference between Genius and "High" Intelligence?

Intelligence is not nearly uniform enough to do that.

I feel like the debate of affecting a universal/above automatically giving you universal/above mind hax has something to do with this.
