Wanda easily was worse, she tortured a town just to play dolls with a robot she mindwiped.
Strange had a bit of a character murder in NWH, but all he did was make a risky and irresponsible spell

Strange performed a spell which logically he could've done but then Peter added so many exceptions to it that it became unstable and when he tried to fix his mistake man got stuck in another dimension and couldn't fix it until it was too late

Strange made a dumb choice but it wasn't even entirely on him, what Wanda did was entirely on Wanda.

Strange didn't even make any dumb decisions really. He attempted a standard spell to help out a close teammate who he could tell was going through a lot of shit that was pretty unfair to him. Said spell, although potentially dangerous (like most other standard spells I assume) was successfully used for far more meaningless purposes. It wasn't a bad decision in the moment. It only went wrong because of unforeseen interferences by Peter.
Strange was also prepared to immediately clean up the mess by sending the intruders back to where they came from, before being met with FUTHER unforeseen interference.
