Because Odin and Heimdall can only summon the Bifrost with magic, not like the Observatory or Stormbreaker that channel its energy

Yeah if anything that means they deserve to have it on their profile more than Thor since they can actually summon it themselves rather than through a weapon, what difference does it make that it's magic?

Stormbreaker is a standard equipment for Thor so I don't see any issue, it's the same than a character having X tier with a specific ability

This is straight up not true though since Heimdall used the Bifrost when the observatory was destroyed to send Hulk to Earth at the start of IW, Odin similarly should be able to do the same

So is the plan to upgrade Pre-Awakening Thor and characters who scale to him to around Planetary or higher and then whatever results we get for Mjolnir and the Tesseracts destruction if it's higher than Planetary we'll use for Post-Awakening Thor and others
