Afaik, top tiers would currently be 3-C, but Scarlet Witch has some potential Tier 2 stuff with rewriting and ripping apart reality, which could cause all others to be destroyed as well. Not 100% sure whether that would scale to anyone other than Wanda

I might, but Wanda has quite a few uniforms and I'm kinda lazy to index the P&A for all of them.
Those with no uniforms (Gorr, Mephisto) or only a few (Silver Surfer, Odin) are easier to index

They scale/downscale from Thanos and Odin (especially Thor, who blatantly fights Odin alongside CM, Spidey and Wolv), who are the ones with the main 3-C scaling, so definitely
