He actually can though, for once in like, VSBW history.
He's strong enough to actually harm her, and as such, kill her, given she's powerless to stop him (he has power null, accepted too, so the contract legit might be void anyway, it might not even matter).
Once he kills her once, her contract is useless because he can initiate a Death loop and have her die for eternity, BFR too.

Supernatural Willpower might be enough to temporarily resist her mind hax, considering Power was able to briefly break it for long enough to escape cuz of the power of love, even though she admitted mid-escape that it shouldn't have been possible cuz she views herself as being inferior and subordinate to Makima (and thus totally subject to Makima's power of Dominance)

If an ordinary firearm can ignore Makima, then I don't see why Giorno can't kill her?

Lots of supernaturally durable characters in fiction get pierced by bullets, even though you technically can be bulletproof to ordinary firearms at as low as Wall level durability.
