I still think that Falcon is supposed to be physically comparable to Daredevil, but gets some Plot-Induced Stupidity favouritism from certain writers during combat situations.

There is somewhat of a problem though considering Falcon is considered more of a Captain America character than a Street Tier one, as such he being not comparable is somewhat iffy for his own appearances.

Well then I suppose he can downscale, either way from my recollection he's above Daredevil tier by a margin, sort of a similiar situation to Kingpin.

We're not going to upgrade them as in the OP, we have decided to simply make Kingpin and maybe Falcon "at least", since they are more comparable to Cap.
