The issue is that

A- He has no way to do so (She is in another plane of existance, and that's in comparsion to the multiverse(s))

B- He would have to confront her, which would mean he would get haxxed by passives anyways, then basically the prep is useless.

C- UM can also copy powers, so it would just be a continous repeat of each one of them copying one another and growing stronger.

No, technically, he shouldn't even be interacting with her during prep-time.
 
I'm gonna give example of what I just mentioned upthere:

Like I'm putting character A next to someone with passives. Prep time makes it that passives won't work until character A is done preparing.
 
No. Prep-time means shit when your opponent can see past, present, future simultaneously on the scale of 2 Multiverse.

His multiversal range is meaningleas since Madoka exist beyond the Multiverses. Think of it like you are visiting someone's house and trying to kill him, only for that someone isn't present in the house and still can affects you from wherever he is.

And no passive still works regardless prep-time, or you wanted to argue that batman can resist passive 1-A erasure just because he has prep-time.
