Kurumi stomps. With basically equal stats being used it comes down to skill. But before that the most important thing is Hax. And Kurumi neg diffs.

I'm voting for madara since both have win cons that end the fight immediately exept because of izanagi madara can come back from death if he gets shot by a dura negging bullet where as kurumi has no way to resist genjutsu gg.

Haven't read the Date A Bullet spin-off aside from the first two chapters of volume 1 so I can't comment on much about WQ as she doesn't appear in Volume 1. Sadly, the only two people who read all of, or most of, Date A Bullet left the wiki.
