2. It was multiple people versus Madara using genjutsu on one would not matter.

Cell himself has stated he doesn't destroy the Earth in-character because it shortens his fun. Literally the only time he tried to was when he fought Gohan and got stomped, which is what the Cell voters are saying will not happen.

Cell will not have more than a few seconds to react. Madara will cast IT, which he can't resist.
