No. It's only not allowed if it leads to the slower character blitzing a faster character, or more accurately, it is allowed, but the battle can't be added if that's the case

Though for a tournament like this it is perfectly fine
 
The time hax debate here seems interesting since chaos control has bypassed time hax resistances before but sonic himself hasn't resisted it so it's tricky to say who has more layers of resistances. With that in mind I'm just going to pretend neither have time manipulation since you could say that both resist it and in that case sonic would win since all of sakuyas hax get negated exept maybe her aforementioned time manip and even danamaku is worthless thanks to ahem. Analytical prediction, enhanced senses, precognition, extrasensory perception, attack reflection, resurrection etc and all of that can allow sonic to survive while he uses statistics amplification, rage power, emotional empowerment, and his immeasurable lifting strength advantage to overpower sakuya once he gets close.
