I vote Araragi-kun via higher regerenation and shapeshifting. He can also win against Elsa by suck her blood to death.

What can koyomi do with his matter manipulation and emphatic manipulation?

He can make his arms into swords/turn himself into fog, plants or he can create anything if he tries hard enough. His emphatic manipulation is useless in combat though....Probably (Emphatic manipulation is only shown once in the series in a very mild manner and that too by Shinobu.)

This is either inconclusive or koyomi wins then, koyomi is more versatile than elsa, and elsa doesn't have anyway of killing him, she can't use magic to blow him up or anything like that, all she does is attack with blades so koyomi will keep regenerating, although it should also be noted that elsa can resurrect as long as her body isn't reduced to ashes so she has regen and resurrection, and there is also the fact that elsa doesn't have any of the weaknesses associated with vampires, she doesn't need to drink blood, and sunlight and silver material doesn't affect her.

On the other hand neither Elsa's wikipage, or the wikipage of the guy she's stated to be CItyblock based of ACTUALLY HAVE ANY FEATS LISTED.
