I think his flashback "arc" will be tied into Judgeman, an entire Heian arc after this would be great but I don't see it.

Oh, that's neat. I haven't watched the anime (after the first season) or read the light novels yet, so at least they fixed something.

Too be fair, Gege has fumbled a lot of characters, in my opinion (poor Yuki, why was she done like that...).

I would too, but I don't think Gege wants that (or at least, his idea of "fleshing out characters" is making them suffer, unless they're Takaba (and no hate to Takaba, he's cool)).
