Why do we need to include another key for Jotaro if we're not going to state any clear differences in stats?

The only difference is Jotaro's timestop is 1 second post Part 3. That's the only difference. Why not just mention that instead of creating another key?

He gets older and weaker, and at the same time more prudent and intelligent in battle.

Part four jotaro quite a lot weaker than part three jotaro.

But he has the exact same ranking. At least mention that he's weaker.

Peak jotaro should have an at least (punched holes through dio and the world and when needed he dusted za warudo).

Part four would have the at least deleted. Stone ocean would have the same ranking as part four with a maybe higher after (above part four except weaker over prime jotaro within his trip when he fought dio).
