Well, he said a few times and someone added its a 2x boost. I'd imagine it'd stack further than 4x with the amount that he's arguing.
 
It's not treated like a 2x exponential boost in the series, at least not when they're fighting. It's also not really treated like that on this wiki iirc. Even if we said it was, Issei would have to amp up and hit a far more skilled opponent within ten seconds, and if Issei hasn't amped sufficiently, Garou can survive a hit to Issei's surprise with his stamina + regen and kill Issei once his balance breaker's worn off.

The power is doubled every ten seconds. That's the very first explanation about it in the series after Raynare mistook it for a Twice Critical - which doubles power only once. She even gave an example to Issei using power levels. Her power level is 1000, Issei's power level starts at 1. If he doubles his power once, his power level merely increases to two. The power difference between them would still be insurmountable, which is why she was mocking him and the supposed Twice Critical he had.

After she got one-shot, Rias comes to clear up her misconception and gives her a better example. If Issei's power level starts at 1, the Sacred Gear would continue to double it until he's strong enough to beat High-class people. Though it's not that straightforward, but that's just by the way.

Same for Divine Dividing, the very first explanation is how it halves power every ten seconds and it was demonstrated against Kokabiel. He got debuffed to the level of a Mid-class Fallen Angel despite starting out as a leader-class.

Yeah, cause it makes stats go to wack and brings a lot of wank. Like fans outside of the wiki say, it's as effective as the author wants it to be so it's not advisable to use it for stats as the result badly contradicts the actual power level of the novel.

As it is now, it's a stomp for Garou. Incomplete BxB can't boost his power as the burden is already too much on him, he couldn't even last for the complete ten seconds.

But if we use Issei w/ Azazel's bracelet, he can boost normally and has Divine Dividing.
 
the OP says balance breaker, not incomplete. So either the OP needs to change this, or we are using Azazel's BB with divine dividing. Issei can force it to double more than every 10 seconds as well.
