Is Immobile/Near-Immobile a Viable Speed Rating?

Primarily asking this because of characters like Monarch of Pointland and The Authority, who are both pretty much immobile. Granted, "Immobile" should be listed as a state of being alongside "Omnipresent" should the idea of being immobile be accepted, but still, would Immobile and Near-Immobile be viable speed ratings in this wiki?

While you are technically correct, the thing is how can you have speed if you can't move (as in the case with Monarch of Pointland and The Authority)?

Off-topic, but good lord! That thing is the biggest "F*** you" to anyone trying to make a balanced Vs Thread. But needless to say, it does have "Immobile," which is another thing to add to the list of immobile characters.
