Is Immobile/Near-Immobile a Viable Speed Rating?

Primarily asking this because of characters like Monarch of Pointland and The Authority, who are both pretty much immobile. Granted, "Immobile" should be listed as a state of being alongside "Omnipresent" should the idea of being immobile be accepted, but still, would Immobile and Near-Immobile be viable speed ratings in this wiki?
 
Hm... It seems that there are no rejections against these ratings, although the Immobile characters would be effectively of Below Average Human level as 0 m/s is in this category.

While you are technically correct, the thing is how can you have speed if you can't move (as in the case with Monarch of Pointland and The Authority)?
 
I suppose that it should be fine. Perhaps I should update the Speed page accordingly?
 
I think a few characters actually are listed as immobile. I think its fine.
 
Could someone who can edit locked profiles change SCP-076's first key's speed to Immobile?
