Death answers to Dracula's power and Dracula controls the concept of Chaos along with all that is related to it.

This doesn't change that Dracula is basically the Avatar of the multiversal embodiment of Chaos who is the equal opposite to God, and he creates entire dimensions made of pure, living chaos.

Death is made of Chaos, as is all other demons under Dracula's control, which includes things like Agni who is the embodiment of Fire.

With the "Power of Dominance", Dracula has full control over the souls of each and everyone of these beings made of Chaos, and can do whatever he wishes with them.

Soma Cruz even erased Death from existence with the Power of Dominance (Though Death came back since beings like him are created from the Chaos within human hearts and will never fully die until humans live).

Which means that Arceus can't put Dracula down.

Type 9. Though it acts like Type 8. Only reason it isn't is because DT said that it's technically Arceus in the humans. Think of it as a failsafe.
