Illumina's main problem comes from not having the usual resistances that most 2-As in the Archieverse have. Even if her Empathic Manip is combat applicable (it says she controls them, so I figure it is), Solaris has resistance to Mind Manip.

@Shadow You know a lot about Illumina better than I do, does she have a wincon here?
 
You're right, Illumina seems to have superior EE. She's probably going to be more quick on the draw if Maginaryworld is at stake, so the Time God is as good as gone.

Illumina has my vote.
 
Yeah, he does have those resistances scaling from the super forms.

Maybe Illumina could overpower it though? It is a thing in Archie.
 
Yeah, I think Solaris wins just by the fact he has more resistances and abilities than Illumina. Illumina's only wincon is EE, and even then Solaris has a resistance to it, so it's not even really guaranteed to work against him. Even then, Solaris' Regenerationn could help out a lot against that. And I'm pretty sure Solaris could sense and attack Illumina first because of his Cosmic Awareness, no?
