i think luigi would take this due to pure skill and some powers like precognition idk much about the reversing time and invisability but they could help just need to know what luigi did with them

It's combat useable. Or should be. He sees people before they come by, and can see them all before they call. It's not super super good like the Spider sense or anything. But it gives him a few seconds more to react.

And nothing super skilled. Or even say police skilled. But from what I recall. He does show a bit of knowledge on fighting like when faced against some weird sink monsters, and also. Wrestled down an animal hunter (albeit. He took him by surprise.)
