Your interpretation right here is not AP but DC (destructive capacity).
A character doesn't necessarily need to demonstrate a level of DC to qualify for a level of AP; for example, a character was only shown to be able to bust a wall, yet they can still be around Low 1-C in AP. Though, you did refer to the Narwhal who did perform a DC feat, though, powerscaling at its inherency is just wack -- take a franchise for Dragon Ball as an example; their 2-C ratings came from statements of the DB macrocosm eventually going to be destroyed, however, literally every fight with the Saiyans in the series that takes place after that statement, couldn't even destroy the celestial bodies in their nearby environment, such as Earth.
A character who performed a DC feat already and hasn't been shown to do it again, shouldn't be an anti-feat, since they're already qualified with the AP to perform and withstand such potency and energy. If the character was shown to be consistently defeated by obviously weaker characters with brute force, and no hax abilities such as power nullification, then it would be considered anti-feats, but it isn't the case shown here.
