Gonna vote Toshiro. Both scale from a feat in the 600ish megatons so AP is negligible even with Wendy's amps. However Hitsugaya has the advantage in maneverability with his flight, range abuse of his ice dragons, skill advantage/combat experience/tactics and strategy, versatility with the ice clones, bakudo which he has used in combat, regen for his wings, and also his reiatsu.
Wendy does have multiple AP/speed/dura amps but even together, they aren't enough of an increase to make a large enough difference to overcome Shiro's enormous versatility advantage. She is able to regain her stamina by consuming air but it isn't a common tactic she uses in fights while any attacks she lands will be tanked by his wings.

She can still have a chance via outlasting him until his Bankai runs out or using Deus Zero. It's just a unlikely event.
