Well, this old hag have power bestowal, why? Because he give powers to nard and sauce-cha for them to reach their 5-B keys.
This happened when they out of combat, nearly ded if not ded, out of any fight. Hagoromo just met then and high five both and they got power up and later fought against another characters with those new powers.
Even though he bestow his own powers, he wasn't related to the fight, nor it was 3 vs 1.
So, if waifu bestow power it doesn't mean he is participating nor it will be a 2 vs 1.
Power bestowal is just the ability to grant others new abilities or even new forms, but that doesn't mean that the one is bestowing the powers is participating in the fight.
