how strong are video game characters just going by gameplay?

basically, how strong are they if you just go by what they can do during gameplay while ignoring background lore or powerscaling?

e.g. Simon Belmont breaking walls open for chicken, Kirby fighting a war blimp, literal God from Actraiser fighting trees FROM HELLLLLL

Everything i know is that this guy is definively getting a huge nerf, i would say possibly High 6-B/6-A.

By the other hand there's some characters such as GTA ones who become weaker if you only took not-gameplay stuff.
 
Kirby has what I will call Situational Existence Erasure ( not on a 4D or above sense, of course, but it's still EE. ) where he erased Wheelie and seemingly preserved Wheelie's power so that he could use it for him self.

Edit: I think it's "Situational" because I don't know if he can use it on others, but I assume he can, and he just never does it because 1: That'd be too broken if he just did that to everyone who crossed him and 2: He's never serious.
