High-End (MHA) vs Hazel (RWBY)

Well...
High End's Regenerationn is reliant on his head, the moment Hazel destroys it he's golden
Hazel himself has extremely fast Aura Regenerationn and standard Low Mid regen on top of it, and is a much smarter fighter considering High End is practically insane.
High End definitely has the AP advantage, but it's incredibly small as he's 45 Tons to Hazel's vastly above 18 tons. But with Dust Injections it's negligible at best.
All in all, while High End has the better Regenerationn, Hazel has the better everything else plus Regenerationn of both his Aura and his Body to match. Once Hazel targets the head or notices it's Regenerationn from its head, it's game over.
Also projectile attacks and the ability to shock High End with his electricity will be extremely useful

High-End isn't exactly insane, he created a couple of strategies fighting Endevour, but yeah, Hazel still has the intelligence advantage. AP is probably High-End's though. Not voting yet.

Is this taking into account High-End's ability to summon up to nine other Noumu, or are they not considered applicable to this match-up?

Those Noumu were stomped by Hawks, and the other random Heroes could hold them off, they wouldn't be much help here.
Not only that but we don't even know what abilities they have.
Edit: Not only that but High-End only summoned those Noumu to stop the Heroes from distracting him from his fight, so he wouldn't use it in a one on one setting.
