The effect of the fruits inside Helhiem won't come into effect during the fight. But the Inves might so perhaps move it to say, Game Area, from Kamen Rider Ex-Aid

So long as the person who nominated Scorpion agrees to use his present self (who has never fought Fujin) then that should be fine.

I think they would be fine. Just put them on opposite ends of the bracket so that they at most meet in the unlikely case that exactly those two get into the final.
