ok look in pure ap Hiei is just stronger while Natsu can get stronger by eating flames Hiei is a better fighter that hits harder at the start of the match and after Hiei sees natsu eat his fire the fist time he is going start for the kill no longer playing around i dont see what Natsu can do here other than stall to get to the same level which can happen but unlikely

Natsu only needs to eat Hiei's fire once and then he has that power and is at the same level

From what I read in his other matches, Hiei doesn't use it in character very often.

I'd take Hiei due to greater fighting skill and mind hax.

Hiei takes this pretty easily, a massive skill advantage on top of his AP which Natsu could theoretically consume to get on that level but that'll be a non factor since Hiei would stop using fire after the first attack and quickly go for the kill via CQC or his sword.
