So, they're three keys: "Before Liberation" : "Restricted" : and "Unrestricted"

However, one key that isn't mentioned is Bill's Dreamscape profile.

Here's some statements for Bill's Dreamscape profile:

Stanford states that Bill is a being from a higher plane of reality.

Keep in mind that Bill could only contact 3D beings pre-weirdmageddon through the mindscape, meaning the form of Bill that Stanford say was in the Mindscape, and thus wouldn't be restricted Bill.

Furthermore, on the Reddit AMA, Bill implies that Bill is unbound by time (As he is disgusted by beings who are "opressed" by time)

Furthermore, Bill is implied to beslightly stronger than The Time Baby

Which logically wouldn't happen if it's restricted since Bill one-shotted Time Baby.

So, Dreamscape Bill should have it's own key with the tiers "At least High Universal, possibly Universal+" via the reasons mentioned.
