Since it is stated that Bill controls the Nightmare Realm which is a INFINITE space that is between all dimensions, wouldn't that possible make Bill Cipher Omnipresent or Immeasurable at least? Because if has full control of an infinite Dimension, his speed would be far superior than beings like Anti-Pops.

Having control over an infinite dimension doesn't give you omnipresent or Immeasurable speed. And Anti-Pops is from a completely different show isn't he?

1. control over things doesn't give you speed without context

2. bill already has the galaxy speed feat on his profile

3. being unbound by laws and time does not grant you speed unless show otherwise, stuff like that is common and doesn't make characters faster by default unless their movements are also unbound by it, in bill's case this is related to him being unaffected by them, being immortal and controlling them, and also planning to remove them
