Well, let's see this.

AP wise, Terry may have the edge, as his rating comes from a calc that ranges between baseline (despite the lowest end being High 7-C) to 5 megatons (someday I'll do something to fix KoF), while Hancock is between 1 to 2 megatons.

Skill wise they may somewhat even between Terry formal martial arts skill + experience vs Boa's hand-to-hand skill and experience, but I think Terry trumps her on this.

Hax wise, petrification touch is broken and terrible for Terry, as well as her charm. Terry isn't feelings-dumb as Luffy or other anime protagonists, and kinda has a pseudo-relationship with Blue Mary iirc, and Boa's charm works even on people such as Momonga, so I can see Terry being petrified out of sheer charm.

With projectiles, Hancock wins due to danmaku > power wave.

Overall, if it's not a stomp, I say that Hancock wins due to possible charm + petrification touch and bullet hell.
