It seems like as if someone already took care of this.
 
Well, in order for the upgrade to be applied the argument for Haku's showings in the War arc being an outlier has to be refuted. Speaking for that are other instances in the War arc that are currently also treated as outliers. There are however statements about Haku being on the level the upgrade would put him at.

Isn't that simply a side effect of having his speed amplified by his mirrors?
 
I do agree that should just be an effect of the boosted speed. Haku shows he can perfectly maneuver despite the immense increase in speed. If he was comparable before, he would see them more or less slow down.
 
Okay, this thread can probably be closed unless anyone has any objections.
 
If ice mirrors make Haku far faster, shouldn't it be far higher instead of just higher?
 
Wouldn't this also give Sasuke far higher Perception Speed with his Sharingan?
 
Considering it was directly after he awakened it every more experienced Sharingan user would have a higher Perception Speed boost than Sasuke in that instance.
 
He also got a massive speed boost and precog boost when he awakened 3 tomoe against Naruto.
 
It becomes more inconsistent in Shippuden as Sharingan or no Sharigan, Sasuke simply keeps up with people on his level.

I would simply add that it heightens his reaction time.
