Gunvolt's fought Milas, so this is just going to be a stronger Milas. GV's Septimal Surge and Shield, as well as Galvanics will definitely help him. Since Surge and Shield buff by multiples of 2, this temporarily makes him clear the AP Gap easily. Char doesn't have any form healing, so GV can heal off damage while Char just has to take the blows that hit him, and since GV is tagging, he can't even avoid attacks if he wanted too
