Lucci's superior speed without Soru isn't even something Jack can't deal with. I've shown him fighting against someone with a blitz advantage over him as if the advantage wasn't even there, already. The only issue for Jack is if he somehow never turns off Soru and is in a constant never-ending state of speed amplification, which he isn't.
And even if he is, the only reliable way he has to harm Jack whose basically covered in armor via his clothes which can be turned divine is via Rokougan, which is his ultimate technique he doesn't start with.

Looking at the chapter jack kinda seemed surprised/caught off guard that noah wasn't attempting to dodging his attack also along with the fact two sniper bullets suddenly deflected the attack without notice, and even then he knew the attack wasn't gonna kill him or would have sensed if he was goign for the kill seems like he was just trying to pinpoint where the sniper was.

Noah was a sizeable distance away from Jack so him being caught off guard for a moment doesn't stop him from reacting to Noah crossing the ENTIRE distance (if he hypothetically could've reacted), especially given he's still staring directly at Noah. Jack also literally can't sense Noah's killing intent with his color vision, which is why he was defeated in the first place, so he wouldn't know jack (get it?) on whether or not he's going for the kill.
If you're referring to anyone else, the entire point of the fight is specifically to kill Jack because he killed one of their comrades, so them not going for the kill against the guy they're specifically meant to kill is just... okay, lol.

4x weapons from anything he touches and the instinct to react to blitzes takes this pretty easy IMO. Lucci doesn’t have auto knowledge or any decent sensory ability feats whatsoever to deal with Jack just setting up traps all over the place and dicing him up as he has done to people that can blitz him.
Lucci does not have the capability or desire to spam Soru in every single scenario possible. He’d see an attack coming, try to tank with Tekkai and die or get severely injured.
