if you consider Beerus universal, god Goku would have to be able to destroy at least 1 billion galaxies to equal 1% of Beerus.

I think that Marvel has no consistency whatsoever. One day the Hulk is strangled unconscious by an ordinary snake, and the next he supposedly has infinite power. Generally speaking, he is nowhere near those levels even when enraged however.

In base forma Hulk can destroy planets easy, now imagine his force increasing every second and added the fact that in world breaker hulk he can absorve energy and incresse more his force, its just power scaling
