I very much doubt the artist intended that to be a portal.

In general we don't assume every attack in existence that a God can perform is tier 2, he can very aell use them at lower outputs to suit his needs

And unless there's proof that the portal is a black hole or something and has the scientific properties of a real black hole; than the black hole creation calculation would have worked. But if it appears to be some sort of portal, then I'm not sure. Though, the energy beam still physically pushes the moon, so I could perhaps see it being a baseline moon level feat at bare minimum. But we don't consider energy beams pushing large objects to be lifting strength and not really telekinesis either. Just an energy beam with force.
