Also, the thing about this fight here is that Heaven DIO and Seiya can actually one shot each other. Seiya because he has the massive speed advantage and kill DIO whose practically a glass cannon of sorts (DIO only gained god-like abilities, not godlike physical charactiristics from the looks of the gameplays i've seen of it on Youtube), but DIO becuz he has the advantage of just erasing Seiya out of existence with reality overwrite if he so much as touch/punch him ONCE.

Seiya gets GER'ed by Dio's The World Over Heaven.

Heaven Dio doesn't really put someone in an infinite cycle of deaths like what GER does. He actually straight up erases them from existence due to how Reality Overwrite works.Alice Liddel in WikiLand said:

Heaven DIO's only main way to catch Seiya is by time stopping (going by the fact that other than reality overwrite, The World Over Heaven's original power over time got boosted to where it can stop it for however long DIO desires it).
Though Matt noted to me and Natse that (from what i can vaguely remember) having a higher level of cosmo can allow one many capabilities. One of them being able to move through even frozen time. Yeah basically if Seiya can move through time, DIO's only way of winning this fight with that becomes null.

Seiya with the 8th Sense (Burning he Cosmo to the max) plus God Cloth plus Cosmo energy shields wins this.
Not to mention that Seiya can also add his atomic destruction abilities into his Cosmo techniques making them more effective against more durable and stronger enemies.
I think with his speed on top of all of the things I've talked about earlier he can take this.
