For the past months I've been reading about Batman and everything related to him, be it his villains or the Batfamily. With the amount of sheer content I've saved, I realized I can't do it all by myself and I want help.

The Cosmology page has her "at least 2-C" because she resides in the Sphere of the Gods and the Collective Unconscious.

That would be putting her near Hands in level. So I wouldn't agree to a Low 1-C and especially since the blog state they're at least 2-C.

This should be removed as we already have the DC Cosmology Blog to explain this. Her justification should be: (More powerful than any other gods. With a facet of Hecate's power, Manitou Dawn could have destroyed Rama Kushna and Hecate stated that Rama's power is nothing compared to her own).
