It's true that Garou's tier-hopping with RE can be problematic, but it varies for his character and which form he's in. Here, he's not going to tier-jump from 6-A to 5-C against another 6-A, so it shouldn't be problematic, but his 7-B Post-Darkshine key for instance shouldn't be used in any fights since his RE would just be too OP and that's when he had the biggest tier jump.

the fact that he can jump that tier in a relatively short or medium amount of time means that he can jump above the one shot range in a short amount of time

I don't see a wincon for Kaido. What can he do to take Garou out?
Hit him hard? Garou has superior Durability which would likely grow the more hits he takes (if he takes any)
Kaifu? Garou has showings against Danmaku greater than Kaifu, and all it will do is give Garou a chance to evolve past a point that even Kaido's kenbun can keep up with
Heat? Garou can evolve to the it, as (using a highball) 28k C is not far off from 10k C, and Garou was able to gap 0 heat resistance and 10k C resistance after taking a single hit from Rover's blast.
Amps? Kaido is still unquantifiably inbetween base value and Garou's value. Garou would just keep evolving past Kaido's amps until Kaido has no amps left.
