Only way I see Jiraya winning is by trapping Garnet in the stomach of a toad and being digested.

Garnet can't get a + from scaling without multipliers. She's just high in the scale, but no 7-A+.

Scaling alone doesn't work for that. We didn't put the + in the High 8-C OP characters back when they were scaling from one-shoting 6 Tons characters.
