Gandalf can use his full powers as the Grey (levels at which he fought the Balrog). Staff and sword.

The combatants start 20 meters apart on the plains in front of Minas Tirith.

Voldemort has no Horcruxes and Gandalf cannot access resurrection.

This is pretty much a stomp in Gandalf's favor. Gandalf the Grey is 7-B while Voldemort is at best 8-B.
