Franky (One Piece) VS. Elfman (Fairy Tail)

you gotta be specific about a few things:
- Speed should definitely be equalized if you want a good match, or else Elf blitzs even without using Weretiger.
- Does Franky use the Shogun in this match?

O'k, I'll equalized speed and yes, Franky has the Shogun.

I'd say Elf high-difficulty
AP and dura-wise, they are fairly similar (Elf's City level+ against Franky Shogun's At least City level), but Elf can augment his dura even further with Lizardman, somewhat decreasing the damage on him Franky can dish out using his range advantage. Furthermore, Franky Shogun is a big robot, so Elf can most likely enter its blind spot using Weretiger.
