Flygon minor revision

Basically, I propose that Flygon should have mind/empathic manipulation based on this two pokédex entries.

• Sun: "The flapping of its wings sounds something like singing. Those lured by the sound are enveloped in a sandstorm, becoming Flygon's prey."

• Ultra Moon: "People continue to have their hearts stole by its enchanting songs and find themselves stranded in the desert."

This goes in line with Vibrava's entries stating it can cause headaches and make people faint with it's ultrasonic waves.

• Ruby: "To make prey faint, Vibrava generates ultrasonic waves by vigorously making its two wings vibrate. This Pokémon's ultrasonic waves are so powerful, they can bring on headaches in people."
