Natsu wasn't using just ignia power, there is his own power+ dragon force. Merc use his serious roar for a reason, why touka will let merc lose when she knows where is natsu and his team is, or merc will hold back after getting slam by natsu without any efforts

At this point we have insufficient information about how much power Merc was using at the end of his fight with Natsu. So any and all arguments are solely based on head cannon, there's no real reason to waste energy on this

All we ever got on Mercuphobia's percentage of power is that Ignia said that in the beginning of the fight, Mercuphobia hadn't even used half of his power yet, that's all we got, as well in the manga, Touka's power as been described to be able to set someone to Zero or their Maximum
There are two translations I've seen
"He's only at Half Power"
"He hasn't even used half his power yet"
And because of all the different translations, there have been all these headcanons that were never confirmed, such as Touka restricting Mercuphobia's power, which was never actually stated, and it is strange that Natsu would be able to defeat a Dragon God pretty much solo even if he got a power boost from Ignia, however the story said that Mercuphobia did use a "Serious" roar later on, so until we get official translations and further confirmation in the story, this discussion is pretty meaningless as no side has concrete evidence
I personally believe Mercuphobia was just holding back and got serious later, and Natsu only managed to win by using his Full Power+Ignia's Fire and having Dragon Slayer Advantage, but still Natsu physically overpowered and matched Mercuphobia, so let's just wait to see how the story progresses
