Possibly, yeah. Mojo's Toon Force is moderate but I wouldn't say it's major reality warping levels. If I remember correctly, I think it's based more around how much punishment he can take.

Did Mojo overpower the girls when they combined their strength or was it he slapped them all in a fight? Cuz the 23.9 gigatons comes from them working together to neg the solar flare so it’s more like he is simply able to bop 3 people who are 8 gigatons.

He has done so several times, yes. And on one occasion, beaten an enemy that their combined forces were helpless to defeat.
