Erasing a year from a timeline

I'm creating a page on this Goosebumps weapon called The C#ckoo Clock of Doom (Thanks fandom for censoring that) which is capable of manipulating time through a plethora of ways. And in the story it was used to erase a entire year from a timeline by removing one of the year markers on the clock. So it basically altered a timeline in a form, what tier would that be?.
 
If it erased a year from a timeline then how did it do so? Did it cause the events in that year to never occur? Because that would likely affect the space of that year.
 
It was done by removing one of the year markers on it (outside of that it is unknown, but it did overall happen) and it did cause the events of the year to never happen, like Tara Webster's birth
