Probably. She starts energy blasts that can explode and if Sandman tries to beat her down, she has both forcefields and teleportation. If Sandman makes it too obvious that he's made of sand, Twilight can basically just teleport away before coming back with water which she can control with water manip

I think that would become pretty obvious the second he tries to attack her, his shapeshifting for example causes his limbs to look like sand and it's an ability he uses quite frequently

Then he's kinda screwed. Yharnam oversees a lot of oceans and even then, there are wells, rivers, lakes, and sewers in various places so lots of water sources for Twilight to grab from. That or she can just drop him off off on said bodies of water

Yeah that's pretty unfortunate, i don't think he would be able to take her out before she finds a way to dose him with water

Just gonna point out she can simply blast him to death anyway. She has non-physical interaction. There's zero need for water here.

Does the NPI work on elemental intangibility tho? it's quite different from usual intangibility

They've blasted clouds as though they are solid, hard objects. Yes, it works on elements, as well as ghosts.
