We had Burter himself state that he's the fastest in the universe, and that makes him faster than Goku who is faster than Dyspo. Massive spite against Dyspo tbh.

In a book, yes. But can Dyspo increase his speed like more than a thousand times faster than usual. Also, Whis is the fastest in the 7th Universe as well.
