Tyranitar wins. They're probably about as powerful as each other, but Tyranitar can expose Dragonite's weakness with moves like Stone Edge, Rock Slide etc, passive sandstorm that can harm 7-As negs Multiscale, and every range move that Dragonite has is resisted, aside from Draco Meteor which causes status reductions if used over and over again. If Dragonite does get too close, Ice Fang will be a massive problem. Both have dragon dance, taking egg moves into account, and for what it's worth Tyranitar's unnerve means that Dragonite can't eat its berry, and will be scared during the match, making it more unlikely to engage in CQC.
Dragonite does hold advantages in speed and intelligence though, so it's not completely one-sided.

Dragonite wins. Earthquake does massive damage, and Sandstorm doesn't do damage until at least both of them have attacked each other once, one Dragon Dance, and if Tyranitar doesn't do the same and chooses to attack, he gets crippled immediately after. Dragonite has amazing bulk, plus, Extremespeed, which can finish off Tyranitar if he survives the boosted Earthquake, which he doesn't. Dragonite can go toe to toe with a Mega evolution, thought.
