When he fought Goku of all sudden he started to need to lock on with his hands and his attack wasn't AoE anymore.

So this is Toriyama's writing not Toyotaro's.

No, Toriyama only wrote the original outline for the series that Toyotaro adapted, which didn't include this arc, so this is 100% Toyotaro.
