After Tier 1 revision are done, Beerus being able to Erase Mashirito and likely Arale will be treated as an outlier.

Nah he scaled because he erased Dr Mashirito who resisted 5d plot erasure (4d currently). Hakai’s potency was 5d but beerus was still 2-C.

It's not that Grace didn't exist, it's that even after Grace was ended you still needed at least affirmation from a staff member in that thread before it was finally accepted and added.
