Does the Kaio-Ken increase Ki blast speed?

I just didn't see that happening during the beam struggles with Vegeta. I know it got more powerful, but it looked to be going the same speed.

Don't always go by the way things look in animated tv shows, just because something looks slow or doesn't seem to get faster doesn't mean it is.
They do that to allow us to see things, if they didn't all fights in most fiction would be over in a second.
But to answer your question, yes it does increase the speed of ki blasts.

Does it at least say so in a guide or the games, because we are pretty much only going on King Kai's words right now. I understand the boost in physical stats and ki potency, but I'm not sure if ki blast speed is implied.

Standard Dragon Ball logic, the more powerful you become, the stronger and faster you become. This includes your ki attacks, if they didn't get faster everyone would be dodging every Energy Attack yet as you can see that's not the case.
A ki blast from Saiyan Saga Goku KKx4 will be faster than a ki blast from Saiyan Saga Vegeta because he's more powerful.
However, no it doesn't say this in any guide book to my knowledge.
