Does anyone know the tier for the other Lostbelt Kings (Qin Shihuang, Skadi and Zeus)?

I been hearing people scale them to 2-A (Scaling chain non-sense) Even though their below BB, and their best feats are only Low 2-C at best but that is a CRT for another time

Feats alone put them at Low 2-C, but I'm sure scaling makes them 2-A due to some Authority non-sense.
